DR. JOEL Joseph, who first came to Guam many years ago as Dr. Joel Schiff, has been a subject of controversy pretty much since he first arrived.

He came to our island from Michigan, where he operated an owl and ferret clinic which appeared to specialize in unusual exotic pets. He first joined the veterinary clinic of Dr. Rebecca Dias. Within months, he was having differences with Dr. Dias which ultimately led to his departure from that clinic. After that, he landed with the Southern Comfort Ranch for a time, looking after an assortment of animals including jungle cats, reptiles, tropical birds and horses.

Somewhere along the line, he changed his name from Schiff to Joseph, and opened his Wise Owl Animal Hospital. It quickly became the largest and busiest veterinary facility on Guam, because he charged less than the other veterinarians for basic services – a lot less, we understand. That didn’t endear him to his fellow vets, but there’s really nothing wrong with undercutting your competition on prices. That’s what capitalism is all about.

Dr. Joseph is also quite outspoken and occasionally belligerent. There’s nothing wrong with that either, except when such a personality leads you to threaten others, which Dr. Joseph is charged with doing. There are 26 pages of detailed findings against him which the Guam Board of Allied Health Examiners formally released last week. Those who are defending him apparently have not read those charges or heard the evidence to back them up.

What they have heard is Dr. Joseph angrily and defiantly vowing not to abide by the board’s order, which requires him among other things to close his clinic, transfer the animals in his care to other clinics, apologize to a number of people whom he has publicly insulted, and surrender his license for a period of five years. “Failure by Respondent to strictly adhere to the foregoing Order,” the order states, “shall result in immediate enforcement by the Board, including contempt and injunctive proceedings.”

Dr. Joseph says GBAHE hasn’t got the authority to order him to do anything, that only a court of law can do that. That’s where we differ with the veterinarian. The Guam Board of Allied Health Examiners is empowered to do exactly what it is doing, judging the fitness of a practitioner or applicant to hold a Guam license. They deal with more than a dozen allied health practices ranging from acupuncture to dentistry to veterinary medicine, and they have the same powers as the Guam Board of Medical Licensure. You may not like their decisions, but all citizens must abide by them. You can hire a lawyer and go to court to challenge the ruling, and you can holler all you like in the media about kangaroo court and corruption, but you’re stuck unless you can convince a judge in court that you’ve been wronged.

Wiseowl needs to go home. We, Chamorru's are much to forgiving so now we suffer with this guy. He knows that too and is taking advantage of us!

Don't tell me what I do and do not know. Besides, as your "hero" says, this is America, land of the red, whit and blue. I can talk about whatever I want. You sound just like him. EVERYONE, EVERYONE, EVERYONE is corrupt and downright wrong except for him. What you you getting from him? One has to wonder.

Correct me if I am wrong but isnt Joel exhibiting some classic symptoms of a possible narcissistic personality disorder, even a sociopathic one? the two are similar in many respects. He continually tries to obfuscate the well documented charges against him by trying to get people to focus on OTHER things. He never admits ANY wrongdoing even if hes wrong, its ALWAYS someone elses fault. He disregards laws put in place to protect people fm bringing their pets to a clinic with no licensed vet on duty.. ALSO what many people dont know is that he stiffed the people of FIJI where he was supposed to stay and practice under contract just up and left without a care in the world for them.why not offer concrete proof against the charges made against you? the board also recommended a psychiatric evaluation for you, there MUST be a good reason for this.. Sociopaths and people with narcissistic personality disorder can be doctors, lawyers and politicians, in fact they EXCEL in those fields, they are for all intents and purposes at FIRST glance, very likable, personable and seemingly well put together, however this veneer belies the extreme manipulative and destructive tendencies these people have.

FACT:
- each and every time an agent of any GovGuam agency participates in an event that is contrary to the Open Government Law it is a misdemeanor.
- The Superior court of Guam has already stated 3 times that these board members and the Asst AG's involved have violated the Open Government Law.

These are the laws designed to protect your rights as an American.
Why aren't these people being prosecuted for this???
The rights of the people trump everything !!!!!
I guess except in Guam.

You still dont sound like a pet doctor. Why do you keep talking about so many other things other than your competance? You never answer anything about the way you treat animals and people.

I can only say that in my 9 years of taking pets to Dr. Joseph, he has treated them professionally, proficiently, and they remain in great health to this day. He has provided veterinary services at affordable costs and I for one, would be sad to see him leave the practice on Guam.

- The law says that anyone who helps Maime Balajadia retain her license is guilty of a felony. This would now include the Governor, the AG office, the entire GBAHE. No wonder they are scared.
Guam needs more people like Dr. Joseph to stand up to the Government and speak out. Unfortunately none of us have the cajones or the long term fortitude that Dr. Joseph has.
- MV needs to look into the law better and do better research on this. But it appears that the MV is scared of the powers on Guam and thus won't actually look into this and report accurately. We understand this as we don';t have the resources or guts to stand up to this corrupt government either.

Whoever you are you need to go back in the pool. You are drowning in your own felonious fabrications.
