TO STIMULATE action in the proceedings involving Wise Owl Animal Hospital owner Joel Joseph, the Attorney General’s Office has filed an ex parte motion for a relief from the temporary stay that was issued on June 13. 

An opposition to the stay had been submitted on July 2.

The motion, along with a declaration and memorandum supporting the motion to lift the temporary stay, were filed yesterday afternoon.

No date for a hearing had been announced since the filing of the opposition almost a month ago, which is an erroneous action on the part of the judiciary, the memorandum argues.

The Guam Board of Allied Health Examiners ordered that Joseph’s license be suspended for five years as a result of the veterinarian's alleged negligence, disregard for orders to obtain required permits, falsifying facts, and acceptance of payment for services not rendered.

The case has been ongoing since late last year.
