A REGISTERED level one sex offender was arrested Friday after allegations surfaced that he had allegedly raped a male teenager since he was 4 years old.
Patrick Quichocho Cepeda, 41, is accused of raping the victim known to him sometime between July 15, 1998 and July 14, 1999. The most recent sexual conduct involved a string of rapes during the summer of 2010, Superior Court of Guam documents indicate.
Police were informed of Cepeda's alleged crimes on April 20 when they met with the victim, who told a school official that he had been raped by an adult known to him. The victim indicated he “did not tell anyone for fear Patrick Cepeda would harm or kill him,” court documents state.
Of his recollections, the victim told police about the first time Cepeda raped him when he was 4 years old.
“More recently, during the summer of 2010, he stayed at a residence where he saw Cepeda regularly,” court documents state. “During the evening hours, [Cepeda] would get into bed, force [the victim] to take his pants off, and tell him to relax.”
The alleged raped ensued, and had occurred about 10 times during that summer, the victim reported.
Cepeda was located by police on Friday, but before even being interviewed or apprised of the complaint against him, he stated: “Sir, I didn't touch [the victim's] body.”
Cepeda faces felony charges of first degree criminal sexual conduct; third degree criminal sexual conduct; and child abuse. He was charged Saturday in Superior Court of Guam.
