THE Administrative Record for the PCB site in Agaña Springs is now available for public review and comment at the Nieves M. Flores public library and the Superfund Records Center in San Francisco.
The U.S. Environmental Protection Agency obtained approval to spend up to $660,000 in direct costs to mitigate threats posed by the presence of polychlorinated biphenyl (PCBs) at the site.
Agaña Springs, in the village of Sinajaña, was a former Navy pumping station that used PCBs in coolants and as lubricants in their transformers, capacitors and other electrical equipment.
Soil samples taken by the U.S. EPA indicate significant concentrations of PCBs in the soils that could migrate off-site and pose a threat to nearby populations and the aquatic environment.
The federal agency proposes to characterize, excavate and transport the contaminated soils to a U.S. mainland facility for treatment or disposal.
The U.S. EPA has determined that actual or threatened releases of hazardous substances from this site, had it not been addressed, “may have presented a substantial threat to public health, welfare, or the environment.”
The Administrative Record is a file that includes all documents on which the U.S. EPA based its decision to conduct a removal action at the site.
The U.S. EPA is encouraging the local community to review the AR and submit comments during the 30-day comment period, which begins today and ends 30 days later.
The public library is open Monday through Thursday from 8 a.m. to 4:30 p.m.; and Saturday from 10 a.m. to 1 p.m. The library is closed on Friday and Sunday. Call 475-4751.
