GHURA board places Camacho on leave

THE Guam Housing and Urban Renewal Authority board yesterday voted unanimously to place GHURA Executive Director Marcel Camacho on 20-day administrative leave.

Ray Topasna has been placed as acting executive director. A source close to the situation said the board has also asked Camacho for his resignation.

The GHURA head had made negative comments about local developer Carlos Camacho’s Sagan Bonita development in Mangilao.

In response, Carlos Camacho, accompanied by United States Department of Agriculture Area Director Joe Diego, called a joint press conference last week, explaining the reasons for the delays and its close working relationship with GHURA representatives and USDA.

Diego said USDA is satisfied and remains satisfied with Carlos Camacho’s nonprofit organization which is committed to building affordable homes on Guam.

At the press conference, Carlos Camacho said he was “flabbergasted” by Marcel Camacho’s comments.

That same day, the GHURA board of commissioners issued a statement that it did not share the comments of Marcel Camacho.

Further, the board stated “the comments made by Mr. Camacho were unprofessional and uncalled for and not reflective of the board’s position on the Sagan Bonita Development Project.”

The statement also praised Carlos Camacho: “Mr. Carlos Camacho is a successful businessman and developer who has produced several good housing developments for our island community.”

The GHURA board said it recognizes there are issues regarding the Sagan Bonita development, but “these issues are being addressed by GHURA with the assistance of the developer.”
