EVEN after numerous letters were sent to Department of Administration Director Benita Manglona to request a copy of the government of Guam’s monthly and weekly cash balance reports for Sen. Ben Pangelinan, the senator said Manglona continues to ignore the law by ignoring his repeated requests.
As a reminder, Pangelinan has sent yet another letter to the DOA director, urging her to follow the law.
The Treasurer of Guam, via DOA, has access to the information that manages the government’s $700 million operation, the lawmaker said.
“The people of Guam own these reports and deserve access to them. An open and transparent government includes allowing the public access to consolidated cash balance reports,” Pangelinan said.
These reports are mandated to be provided by law, through then-Sen. Eddie Calvo’s Public Law 29-01, which added these mandates to the Guam Code Annotated, Pangelinan said.
“Any financial manager needs to know the cash balance status of its organization at any given time,” he added.
“Not only are these reports mandated by law, they should be reports that are already being provided to the director of administration. All I request is that the law is followed and that the people of Guam have access to this information that is certified by the professional accountants of the government of Guam.”
Pangelinan said the director should “simply follow the law,” adding residents deserve to see what the government’s cash status is because “these funds are the people of Guam’s funds.”
Pangelinan said, “I hope Gov. Calvo teaches his director of administration the importance of the principles of transparency and holds her accountable to the laws he sponsored so that the people of Guam can hold their government accountable.”

I figure some employers got to Gov. Calvo and made him remove Leah Beth N., and he just made other similar moves to mask that move. Plus, I think they figure that the military build-up issue will attract more attention than this executive move, thereby softening the scrutiny. There is nothing wrong with being employer-friendly as we all know that Gov. Calvo is an employer-friendly person given his State of the Island address attacking unions besides his political philosophies and ideologies. But there is something wrong with being employee-unfriendly, which does not bode well for Guam and has not for many decades, notwithstanding the politically connected Gov Guam folks who have the inside track for jobs and CSC protection.
